L&#8217;op\u00e9rateur n&#8217;est ni compact ni auto-adjoint dans le cas g\u00e9n\u00e9ral. N\u00e9anmoins, dans le cas \u00e9lectrostatique (fr\u00e9quence nulle), il est possible d&#8217;obtenir une d\u00e9composition modale pour l&#8217;op\u00e9rateur int\u00e9gral singulier. Nous utilisons la th\u00e9orie spectrale perturbative de Kato et des r\u00e9sultats r\u00e9cents sur l&#8217;analyse de l&#8217;op\u00e9rateur de Neumann-Poincar\u00e9 pour montrer que la d\u00e9composition reste valide en dehors du cas \u00e9lectrostatique et comment traiter le spectre essentiel.
